In answer to your question, NO our vet did not find a medical reason for Sugar's feather picking.  What you say makes so much sense.  We do give Sugar tons of attention, although really reactive when he is picking and not nearly as "fun for him" when he's biting his chest.  We will change this immediately! Thanks for the Good Bird link.
